LOOKS
Koby's very good at fading into the background -- he's had to be, for survival reasons. He's not very tall, not very impressive, and always looks like he's about to disappear into his clothes. As time goes on, he learns to stand a bit taller and be comfortable taking up space and attention, but it takes some time. He's fairly meticulous about his uniform and appearance, wanting to make the best impression he possibly can.

PERSONALITY
Lawful Good to an extent that even other Marines find sort of annoying, Koby's entire existence is built around wanting to help people who can't help themselves. Outwardly he's a stickler for rules, has a very black-and-white view of the world and morality, and tends to intensely overthink almost everything. He tends to be quieter to avoid drawing attention to himself, but if he sees something he thinks is wrong -- whether it's a poorly-tied knot or a command to arrest someone he knows is innocent -- he's going to do something about it.
Inwardly, Koby is intensely anxious and fearful, and is motivated primarily by his own experience as someone who was helpless and trapped and who nobody helped until he ran into Luffy. He's finally accepted that there are good and bad people among both pirates and Marines, and is figuring out how to let his loyalty and belief dictate his personal code. When he trusts someone, he's genuinely kind and compassionate, and will put that friendship above anything else.
